UNESCO (2021) Recomendación de la UNESCO sobre la Ciencia Abierta. Paris: UNESCO, adopted by the General Conference at its 41st session, November 2021.

The Recommendation defines openness as an epistemic transformation rather than a final act of dissemination. Scientific knowledge becomes more reliable when data, methods, processes and results can circulate, be examined, criticized, reused and recombined across institutional and geographical boundaries. Its conceptual force lies in binding accessibility to verifiability: openness is valuable because it exposes knowledge to plural scrutiny while widening participation in its production. The document also insists that science operates within uneven technological, linguistic and geopolitical conditions; open practices must therefore reduce rather than reproduce inequalities in access to knowledge. Collaboration, licensing, infrastructures and the recognition of diverse knowledge systems form a single architecture. Methodologically, the Recommendation turns circulation itself into part of scientific practice: documentation, preservation, interoperability and participation are conditions of epistemic quality. This connects open science to resilience, democratic decision-making and international cooperation, making scientific infrastructure inseparable from the social arrangements through which evidence becomes available, credible and publicly usable.
